Listed below are a few guides for different builds in The Division. I will try my best to keep this list update for the current patch, but can't make any guarantees. Use this guide as rough outline of what you should attempt to get, until you're more comfortable making your own decisions.

High Damage & Tanky

WEAPONS: Assault Riffle, Light Machine Gun, Marksman Rifle, Small Machine Gun
PROS: High damage output, super high toughness, very strong PVP build
CONS: High DPS builds aren't what they used to be, no 4pc set bonuses, low exotic damage resilience, low-ish skill power

To reach the armor cap with BiS gear you would need to max all armor rolls, with additional armor on your chest, holster and kneepads. This will give you a little bit of wiggle room of about 200 armor, so you don't need to have perfect rolls. This allows you to still get skill power and critical hit damage on kneepads and backpacks. This will maximize your DPS at the potential cost of two mod slots. You can distribute stats as you see fit, it's up to your personal preference how many hitpoints you're conformable with and how much damage you want to aim for.

Very High Damage

PROS: Very high DPS, huge boost to damage for your allies, good in the Dark Zone (PVE & PVP)
CONS: Reckless chest piece means you take more damage, you also build mostly for damage which means you're even squishier

To reach the armor cap, I suggest following the first build for the most part; max your armor by rolling it on your chest, holster and kneepads which will give you wiggle room of about 100 armor.

  • M870: Brutal Reponsive with weapon damage & rate of fire. Go this route if you have really good aim or are constantly getting the drop on people. If you can't get most of your shots to land / headshots, then look at one of the next options.
  • SASG-12: Brutal Reponsive with magazine size / rate of fire. Best for group play or against targets that move a lot. Tag as many enemies as you can with three shots to the head, then use incendiary bullts and watch as your team melts them down. Switch to your secondary weapon if needed.
  • AR, LMG, MMR or SMG: Don't bother with a shotgun in the Dark Zone while doing PVE content. Use another weapon (like your sniper rifle) until players show up, then bring out your shotgun.

Supporting

WEAPONS: Any iLvl 182 weapon with very good rolls so you can activate the talents
PROS: Huge versatility in what gear to aquire (easier for you to aquire gear), decent DPS, 40k+ skill power means most of your skills are maxed out and you're providing a huge boost your your ally's damage and survivability
CONS: Huge versatility in what gear to aquire (harder for me to guide you on what to get), much lower DPS than the two builds above, harder to proc the 204 weapon damage talents

Try to aim for roughly 2100 firearms, 2000 electronics, 2500 stamina. It's very hard for me to help you build a good support build, since there are so many options available to you. I have included a Google Document below with stat values so you can get a better idea of what you think you should be getting.
